Please know that I am replying to your post with a limited knowledge on the subject.
As far as reputation of Paris 13th is concerned, there is no problem. You can apply there without any apprehensions, other constraints notwithstanding.
I have no idea about funding or scholarships. Perhaps your exchange program/ international student co-ordinator, either in India or France, could tell your more. My cousin also did a research project in Brittany (Noth-West France) university a few months back. His stay was not funded either by the university or his engineering school back in India. In addition, he had hassles such as student insurance etc. The French university did help him though to find an accommodation in campus itself which reduced the overall living expenses somewhat.
Coming to which, monthly expenditure in Paris is difficult to predict as it is. It depends on your accommodation (in university, furnished, ...etc or not), transport (how far from your school you would be, daily commute, ....), living expenses (food and others) and leisure activities. I think, even though he was not in Paris, my cousin paid 450/month for the furnished university accommodation. Add about 70 for monthly public transport pass. About 100 for no-frills, no restaurant food....Rounding off, the basic minimum would be 700€ if you are lucky to find a university accommodation.
